Fireworks between opposition and ruling party over Governor’s address

Staff Reporter

ITANAGAR, June 04: The state assembly today witnessed heated debate over motion of thanks on Governor’s address. The motion was moved by Congress MLA Bamang Felix and seconded by Kumsi Sidisow. Opposition parties ripped apart the address, terming that vision documents of new government does not generate hope among the citizens of state. Both Bharatiya Janata Party (BJP) and Peoples Party of Arunachal (PPA) seem least impressed with the contents of address.

Earlier while initiating the discussion, Bamang Felix appreciated the Governor on his speech where the Governor has mentioned about Zero tolerance in the education and health sector, giving power to the people, and one lakh job to the youth which he said, will curb the social malice of the state. Seconding the motion, Kumsi Sidisow also appreciated issues raised in the Governor’s address. Touching upon the entire subject in the speech, he appreciated CM on his efforts to develop the state in all sectors. However PPA leader of the house PD Sona stated that serious issues has not been addressed and said  that the vision documents is suffering from myopic. “The governor’s address did not touch upon the sectors like hydropower and tourism department. Address to the house was too brief and non conclusive too,” said Sona. He further expressed hope that with appointment of new independent home minister, the law and order problem will be strongly dealt with.

BJP MLA Japu Deru expressed doubt over legality of Governor’s address which was placed in the assembly for discussion. “If it is indeed vision document of government, it is supposed to be first placed before cabinet and then placed in the house. However just before Governor addressed the house yesterday, the cabinet portfolio was assigned. The government has not followed the system,” said Deru. He also mocked at the mentioning of new state civil secretariat and assembly building in the Governor’s address as development agenda. “The construction activities started in these two sites during the time of late CM Dorjee Khandu.

Since then 3 Chief Minister has assumed office but still work has not been finished. If 3 CM’s cannot ensure completion of an important developmental project like new secretariat and assembly building, then what we expect from the government,” Deru questioned. PPA MLA Nikh Kamin while participating in the debate expressed concern over how officers are threatened at gun point by youths seeking work and other favours.

Tezu MLA Dr Mohesh Chai said Arunachal does not lack of quality doctors and if proper infrastructure is set up doctors can do wonders. “We have many specialist doctors passing out every year. But problem is that they are absorbed properly by the state government. Many of the specialist doctors are forced to work in general duty which can demoralize them. Government need to work towards addressing these issues,” said Dr Chai.

The government reacted strongly to the criticism with PWD Minister Gojen Gadi leading fight back. He took strong exception stating that criticism is unfair as ministers are yet to start work and need to be given time.

Home minister Tanga Byaling sought cooperation of everyone to make sure that government fulfill all its promises. “We have just assumed office and need time to address all the concern raised by the members. It is unfair to criticize few days old government. Please let us work for some months and after that feel free to evaluate our work,” said Byaling.

Participating in the discussion, Education Minister Tapang Taloh, said he will do his best to honor the responsibility entrusted upon him, adding that education being the backbone of the development will bring change in the society and eradicate unemployment.

He further said, it is necessary to retrospect oneself instead of blaming one another in bringing the change, therefore a revolutionary step have to be taken in the field of education and other departments. He also added, the problems and the policies in the education department need to be discussed in a broader term for which he will need the cooperation of all the members in the house. He will have a meeting with the officers to discuss the problems at the earliest.

Health and Family Welfare minister Kaliko Pul while participating in the discussion appealed all the members present in the house that developing a state is a collective responsibility of all. The health Minister further stressed that, the priority should be given to Health, education and Police; create infrastructure in the hospitals for the doctors and nurses and further appeal not to interfere with the transfer and posting to the members present in the house. Congress MLA Honchun Ngandam also participated in the debate. Later the motion of thanks on Governor’s address was adopted. After the concluding of proceeding, speaker Nabam Rebia adjourned the house sine-die.

BJP demands white paper on dissolution of 5th legislative assembly

Staff Reporter

ITANAGAR, June 04: The Bharatiya Janata Party (BJP) has demanded white paper on sudden dissolution of fifth Legislative Assembly on March 6 last by the ruling Congress government. Participating in the motion of thanks on Governor’s address, leader of opposition in the state assembly Tamiyo Taga raising demand for white paper stated that ruling class has been taking state assembly for granted.

“On 4th March 2014, Governor of Arunachal while addressing the budget session of legislative assembly had stated that Arunachal is financially well managed state. But on 6th March night the state assembly was dissolved on the recommendation of the state cabinet to minimize election expenditure due to poor financial condition. What happened in two days,” questioned Taga. Further he added, “11 Congress candidates winning unopposed is fishy too. In many constituencies, the nominations were filed by candidates from other parties. But they were forced to withdraw nomination either by muscle power or by allurement. We demand investigation into it.”

An interview with MLA who shares his vision with people

From nowhere Mama Natung at his 42 caught the people’s imagination. He was elected unopposed from 11th Seppa West (ST) Assembly constituency in recently held assembly election. Being dubbed as ‘destiny child’ by the people, political success story of Natung has been proudly narrated by every house-hold in entire East Kameng district particularly in his constituency.

Mama Natung, founder president of East Kameng Chamber of Commerce & Industry (EKCCI), is a ‘man of the moment’ at least for his constituency; he emerged with clean politics with accountability and development as his slogan. Natung, a businessman-turned politician, almost erased out the endemic “mortgage system” and tightened up the flow of money in the post election campaign, as he claimed during interview.

While speaking to our reporter Indu Chukhu, he shared his success mantra and vision to work for the welfare of people and the state as whole.

Following is the excerpt of interview with Mama Natung -

Indu: Would you like to reveal any secret strategy you adopted for being elected unopposed?

MN: Honestly, there was no secret strategy in my success in Assembly election. People reposed faith in me to bring change and development. That’s why I might be chosen and elected unopposed.

Indu: You were supposed to contest election from BJP ticket but you were in the fray from Congress party, any reason for twist?

MN: Look! My priority is to serve the people as a representative. I am so thankful to Chief Minister Nabam Tuki for his faith in my ability. It is my foremost duty to work as a ground soldier of my party as well as MLA for my people.

Indu: In Arunachal, people see election as “money making festival” rather than “dance of democracy.” What is your comment?

MN: In fact this is bad trend; involving huge money in the election kills democratic spirit. We must educate the voters on value of their votes, especially involving youth and elder, as one vote can change the destiny of a leader. However, changing mindset of voters will not happen overnight, it would take time, but we still can educate the people and bring proper awareness on the need of ethical vote.

Indu: Mortgage and oath taking system is endemic in politics and it is believed that this system is being practiced largely in Nyishi inhabited areas ! Can you throw more light on this?

MN: Mortgaging and oath taking system is indeed an endemic problem in the society. It is an unhealthy practice in a democratic set up. It deprived the voters to enjoy their adult franchise. They are compelled to vote for a person who mortgaged their valuable things in seeking their supports and votes in return. It makes leader corrupt as leaders are bound to recover their expenses. In my constituency, I almost eliminated this system. I do not mortgage or pump money to lure the innocent voters. My basic mantra was to place my dreams and vision before public and let them decide. And they decided and chose me as an MLA.

Indu: What will be your first priority as an MLA?

MN: My first priority will be on Education and Health sector as well as other basic amenities like water & electricity. I will also focus to educate youth and elder to tap our natural resources to be self-reliant. In that way we can minimize corrupt practices in election too.

Indu: What are the qualities  as a leader public see in you?

MN: You should ask this question to my public (chuckles).Trust of the people and their hope for change clinging on me is the best quality I have. I will give my 100% to live up to their expectation in every respect, be it a developmental front or other issues.

Indu: Barely it’s been a month you have been elected unopposed as an MLA, people say you are very close to Chief Minister Nabam Tuki.

MN: No comment (with a smile)

Indu: What changes you want to see as an MLA under Tuki’s leadership?

MN: First of all I, on behalf of entire East Kameng district particularly my constituency, would like to congratulate Chief Minister Nabam Tuki and his council of ministers, Speaker and deputy speaker. And I do hope and firmly believe that they will guide us to serve the people of the state. Our state is rich in natural resources such as forest, hydro power, agriculture, horticulture, tourism and fisheries. To bring changes, we should endeavour to exploit those resources to make our state self-reliant and economically stronger. We should also educate unemployed youths to tap those resources so that they could make themselves self-dependent. I do hope under Tuki’s leadership we can translate the dream of rapid development into reality. However in the process we need support from the people in realizing the dream of every Arunachalee.

Illegal migration from B’desh, a national problem: Rijiju

NEW DELHI, June 04: Centre today termed as “a national problem” the issue of illegal migration from Bangladesh and said action will be taken against those “infiltrators” staying in the Indian territory.

"The issue of illegal migrants and infiltrators in the northeast, especially the issue of Bangladeshis, is a cause of concern for all of us...This is a national problem," Union Minister of State for Home Kiren Rijiju said.

"We have to look at these things from the national perspective. So action will be taken but we have to work along with the state government," Rijiju said.

He said this when reporters sought his comment on BJP Assam unit's plan to launch 'Bangladeshi bhagao abhiyan (remove Bangladeshis)' in the state.

Rijiju said his party BJP has never treated the issue of illegal migration as a political problem.

"It has been an issue for all of us. Particularly our party. We consider this issue not as a political problem. This is a national problem," he said.

Two days ago, BJP MP from Assam Kamakhaya Prasad Tasa had said a 'Bangladeshi bhagao abhiyan' will be launched by the party in Assam soon.

The Jorhat MP had said the drive will start from Jorhat district to be followed by other parts of the state.

Addressing various election rallies last month, Prime Minister Narendra Modi had said illegal immigrants from Bangladesh would have to go back.

Modi had also said he would only try to honour the Supreme Court's observation that infiltration was an act of aggression on India.

"The Supreme Court has said that infiltration is aggression on India. I have no hesitation in giving respect to what the Supreme Court has said,” Modi had said at an election rally at West Bengal's Krishnanagar. PTI

AAPWU seeks timely release of casual workers’ salary

Staff Reporter

ITANAGAR, June 4: The All Arunachal Pradesh Workers’ Union (AAPWU) has sought timely release of staff salaries of casual/contingency workers and release of ad-hoc bonus for the year 2010-2014, immediate release of ACP & MACP grade pay arrear, immediate regularization of LCs & ALCs, reservation of 75 percent seat in category of group C & D post in favour of contingency/casual workers, recruitment of technical staffs, reservation of 80 percent jobs in PSUs like NEEPCO, NHPC etc under state quota especially in category of group C & D, establishment of labour court in the state, special casual leave for office bearers of AAPWU and fixing proper rate of daily wage laborers/ private workers.

Coming up with the long list of demands in a press conference at Press Club here today, AAPWU president Jalley Sonam while vouching for regularization of LCs and ALCs said, “for the past many years, neither they have been regularized nor they have been promoted. ABK, JMS, AdiSU appeal for proper investigation in Aroti’s case

ITANAGAR, June 04: The official representatives of Adi Baane Kebang (ABK), Adi Baane Kebang Youth Wing, Jering Matkir Society (JMS) and Adi Student’s Union (AdiSU) met Inspector General of Police (West) at his office here today and expressed their displeasure over the investigation process and appealed to the IGP for proper investigation of Aroti Mize’s case.

The team in its representation to IGP said “we are not satisfying with the present standard of investigation being carried out in the Itanagar women police station regarding late Aroti Mize’s case No 40/2014, U/s 302, IPC 1860.”

It said that the bail hearing of the alleged accused Nada Tatung was taken on June 2 last in the court of the Session’s Judge, Western Session Division, Yupia. Astoundingly your IO categorically submits before the Session Court that she could not find any direct involvement of the alleged accused in the late Aroti Mize’s case and there is no prima-facie case against the alleged accused. Whereas as per the statement given by the alleged accused under section 161, Cr.P.C, late Aroti Mize came to alleged accused at Itanagar on May 15 last and stayed there till May 20 last. There was no one with them immediately before the deceased was brought to the R.K.M Hospital, Itanagar. The deceased died under mysterious circumstances under the custody of the alleged accused person. Attending doctors has clearly recorded that there is a cystic swelling in the scalp that occupy upper half of the left parietal region which resembled haematoma. Further C.T Scan revealed that there has been acute intra-cerebral bleed within the left front-parietal lobe. Logically this indication signifies that some fatal impacts have been inflicted upon the deceased which caused cystic swelling and intra-cerebral bleeding causing death to the diseased person. Further the alleged accused was the only person who accompanied the deceased before her death. Even the alleged accused wrongly registered the name of the deceased as Sumpy Borang despite well acquainted with the deceased since 2013.

The sequence of his conducts along with the circumstance appearing in the case clearly speaks that the alleged accused may committed the murder or he has the knowledge who committed the murder, the representation said.

The representation claimed that the alleged accused stated before the investigation U/s 161 Cr.P.C that the deceased stayed with him continuously for five days from May 15 to 20, without the knowledge and consent of her guardian. In doing this the alleged accused has committed the act of kidnapping and wrongful confinement. But surprisingly sections of kidnapping and wrongful confinement find no place in the instant case, the representation said. Taking these mentioned points, the team appealed to the IGP to relook into the case and properly investigate it to give justice to the deceased person and her relatives.

A bad precedent for future

Dear Editor,

First of all I would like to congratulate all those 28 candidates who make themselves to the APPSCCE mains-2014 after having won the court case against the APPSC. Also being one of fellow aspirant, I, truly appreciate their effort and determination in pursuing legal battle against the state’s highest recruiting body.

However the matter to be pondered over here is the system of proceeding of the hon’ble court and the basis of their viewpoints of the cases. To be honest, I am a laymen in respect of legal matter but the judgment made by both the courts viz. Itanagar bench and the Guwahati high court regarding the appeal made by group of disqualified candidates, has prompt my conscience citizens to ask the courts, the basis of this verdict, the merit and the ground on which it has given its judgment. However, whatsoever might be the reasons, one thing needs to be understood in the light of the decision given by the hon’ble court is that it shall remain as a landmark judgment in the history of APPSCCE. Not necessarily as good verdict, may be as flood gate of appeal against the indiscrimination of being rejected, may be as a license of getting justice against scrutiny process and as a reference point for dispute if any arise in future between aspirants and commission. Because, it is for sure that, from now onwards any one, whose form will be rejected, will go to the court from where a justice is expected in favor of appellant. It is good for those who got justice but what about its impact in future. The court, it seems to have shown utter hindsight to the case so far as the kind of future implication is concerned.

The judgment may become a kind of reason for the candidates for being casual while filling up the form with the thought that they can get justice from the court even if their application forms are rejected. We are always advised to pay utmost care in filling up the form. But with such judgment of the court, there is no point for the students to be careful in filling the application form. They can now fill up the form anywhere, anytime, in the office, in house, be it kitchen , toilet, bathroom, dining room, roadside pavement, pub, club, playground, in a walking position, sleeping position and standing position etc..  They are free to fill up anything in the form because hon’ble court is there to save them from scrutiny process.

The APPSCCE is the highest recruiting body in the state and managed by the best persons with high intelligent, qualified, wisdom and great experience. So any initiatives or step taken by them are for the betterment of large bulk of aspirant and students as a whole. But such kind of interference from the court would certainly have a bad precedence, thereby diminish the spirit of the commission which is not good as far as transparency and fair conduct of the exams is concerned. Therefore any PIL and any case against the commission should be admitted in the court on the basis of locus-standi it has with the case. Else leave the commission in their own way for maximum fair and transparency.

Jabu Lapung

It is important to keep Ziro clean

Dear Editor,

Ziro valley is very beautiful but scenery around Hapoli town is very poor. It leaves bad impression on tourist. Whatever Mr Denhang Bosai observed about Hapoli town in his article is very true. Hapoli town is suffering because of overlooking behavior of authority, irresponsible nature of people and lack of attention of public leader towards drainage system, road condition, over floating garbage, improper management of parking. The new MLA of Ziro has made so many promises to us and we are very much   impressed with his vision. He took initiative by launching save Ziro campaign and we wish he be able to fulfill his promises. I hope our people realize how much rest of the world is crazy to visit Ziro to see the beauty of our place.  They should understand that cleanness of town is very important factor in attracting tourists.

Menga-Giba road is blocked

Dear Editor,

Through your esteemed daily I would like to highlight the daily worsening condition of the Menga-Giba road. Running at a stretch of (0-8) km, the Menga-Giba road has been blocked due to landslide for the last 15 to 20 days but so far no action of any kind has been taken for the clearance of the blockade. Menga-Giba road is the only road which connects number of villages in and around Giba circle with the district headquarter Daporijo. As a result the daily lives of near about six thousand villagers have been severely affected. The daily ration supplies, due to this blockade, do not reach on time. Moreover many of the villagers, in order to procure their ration supplies, have to walk long distance. All the vehicular mode of transportation has stopped because of the blockade. Many of the other basic commodities and facilities such as the medic facilities are unable to reach the poor villagers. The rainy season may further worsen the condition if timely action is not taken. The Zila Parishad Member along with other Panchayati members of the 6th Giba Anchal Block have visited and inspected the affected sites along the route and made a rough survey of the affected areas.

Lastly I request the concerned authority i.e. Public Work Department, Daporijo to please look into the matter at the earliest for the restoration of the road service.

Yours,

Togam Leriak

Zila Parishad Member

Act tough

A 28-year-old software professional was bludgeoned to death allegedly by seven persons with suspected links to a Hindu outfit at Pune on Monday night. For some strange reason this report was not initially highlighted in the media. Only today national media started to run the story. The murder of Shaikh Mohasin Sadiq, who hailed from Solapur and was a resident of Hadapsar, Pune sparked tension in the area.

As per report, the trigger for the attack was apparently uploading of derogatory pictures of warrior king Shivaji and late Shiv Sena supremo Bal Thackeray on Facebook, which led to a protest bandh on Sunday. Police have arrested seven persons in this regard under sections 302 (murder), 307 (attempt to murder) and 147 (rioting) of Indian Penal Code. They are said to be linked to Hindu Rashtra Sena. Sadiq worked in the IT department of a textile firm in the city. This incident is worrisome and need to be tackled delicately. During the election campaign some of the BJP leaders have used strong word against minority community. This has created fear psychosis among them and with this incident it will only add to it. Government of India along with Maharasthra government has to take strong action against the murderer so that minority community does not feel neglected.
