AAPSU fumes over exorbitant school fees
ITANAGAR, June 04: All Arunachal Pradesh Students Union (AAPSU) today fumed over the alleged exorbitant rate of school fees charged by the school authorities. In a representation submitted to Director School Education, AAPSU drawn the school education authority’s attention over violation of RTE Acts 2009, claiming that many school authorities are charging excess fees to the students, whereas under the RTE Act every student should be give free and compulsory education from class I to VIII. The apex student body requested the director to give clear message to each school across the state to abide by the RTE norms and maintain proper fee structure before the commencement of admission in the Govt schools.

ITANAGAR, June 04: A workshop on “Operation and training on applications and use of solar lantern” was held at National Institute of Technology (NIT), Yupia today.

Nocte community appeals for cabinet birth for its representative
ITANAGAR, June 04: Expressing similar concern as Adi Baane Kebang, people of Tirap district and Nocte community has appealed to the Chief Minister Nabam Tuki for induction of one more MLA from Nocte community in his council of ministers.
Despite the fact that Tirap district being one of the oldest districts in the state and Nocte community, one of the major tribes, the community has been excluded from decision making and cabinet time and again for a very long time, it expressed in its letter addressed to the chief minister.
We believe time has come to include all community in the cabinet as far as possible for inclusive development and emotional integrity and unity in the state, the letter read pointing out that Tirap district is one of the most backward. APETA reiterates demand
ITANAGAR, June 04: Reiterating its demand for the arrest of culprit/s involved in the death of Late Mathew Dabi, the All Arunachal Pradesh Elementary Teacher Association (APETA) has decided that it would boycott election duty in future.
It further warned that if the culprit/s is/are not arrested within 15 days, it would compel to launch democratic movement.

Fireworks between opposition and ruling party over Governor’s address

ITANAGAR, June 04: The state assembly today witnessed heated debate over motion of thanks on Governor’s address. The motion was moved by Congress MLA Bamang Felix and seconded by Kumsi Sidisow. Opposition parties ripped apart the address, terming that vision documents of new government does not generate hope among the citizens of state. Both Bharatiya Janata Party (BJP) and Peoples Party of Arunachal (PPA) seem least impressed with the contents of address.
Earlier while initiating the discussion, Bamang Felix appreciated the Governor on his speech where the Governor has mentioned about Zero tolerance in the education and health sector, giving power to the people, and one lakh job to the youth which he said, will curb the social malice of the state. Seconding the motion, Kumsi Sidisow also appreciated issues raised in the Governor’s address. Touching upon the entire subject in the speech, he appreciated CM on his efforts to develop the state in all sectors. However PPA leader of the house PD Sona stated that serious issues has not been addressed and said that the vision documents is suffering from myopic. “The governor’s address did not touch upon the sectors like hydropower and tourism department. Address to the house was too brief and non conclusive too,” said Sona. He further expressed hope that with appointment of new independent home minister, the law and order problem will be strongly dealt with.
BJP MLA Japu Deru expressed doubt over legality of Governor’s address which was placed in the assembly for discussion. “If it is indeed vision document of government, it is supposed to be first placed before cabinet and then placed in the house. However just before Governor addressed the house yesterday, the cabinet portfolio was assigned. The government has not followed the system,” said Deru. He also mocked at the mentioning of new state civil secretariat and assembly building in the Governor’s address as development agenda. “The construction activities started in these two sites during the time of late CM Dorjee Khandu.
Since then 3 Chief Minister has assumed office but still work has not been finished. If 3 CM’s cannot ensure completion of an important developmental project like new secretariat and assembly building, then what we expect from the government,” Deru questioned. PPA MLA Nikh Kamin while participating in the debate expressed concern over how officers are threatened at gun point by youths seeking work and other favours.
Tezu MLA Dr Mohesh Chai said Arunachal does not lack of quality doctors and if proper infrastructure is set up doctors can do wonders. “We have many specialist doctors passing out every year. But problem is that they are absorbed properly by the state government. Many of the specialist doctors are forced to work in general duty which can demoralize them. Government need to work towards addressing these issues,” said Dr Chai.
The government reacted strongly to the criticism with PWD Minister Gojen Gadi leading fight back. He took strong exception stating that criticism is unfair as ministers are yet to start work and need to be given time.
Home minister Tanga Byaling sought cooperation of everyone to make sure that government fulfill all its promises. “We have just assumed office and need time to address all the concern raised by the members. It is unfair to criticize few days old government. Please let us work for some months and after that feel free to evaluate our work,” said Byaling.
Participating in the discussion, Education Minister Tapang Taloh, said he will do his best to honor the responsibility entrusted upon him, adding that education being the backbone of the development will bring change in the society and eradicate unemployment.
He further said, it is necessary to retrospect oneself instead of blaming one another in bringing the change, therefore a revolutionary step have to be taken in the field of education and other departments. He also added, the problems and the policies in the education department need to be discussed in a broader term for which he will need the cooperation of all the members in the house. He will have a meeting with the officers to discuss the problems at the earliest.

Indu: Would you like to reveal any secret strategy you adopted for being elected unopposed?
MN: Honestly, there was no secret strategy in my success in Assembly election. People reposed faith in me to bring change and development. That’s why I might be chosen and elected unopposed.
Indu: You were supposed to contest election from BJP ticket but you were in the fray from Congress party, any reason for twist?
MN: Look! My priority is to serve the people as a representative. I am so thankful to Chief Minister Nabam Tuki for his faith in my ability. It is my foremost duty to work as a ground soldier of my party as well as MLA for my people.
Indu: In Arunachal, people see election as “money making festival” rather than “dance of democracy.” What is your comment?
MN: In fact this is bad trend; involving huge money in the election kills democratic spirit. We must educate the voters on value of their votes, especially involving youth and elder, as one vote can change the destiny of a leader. However, changing mindset of voters will not happen overnight, it would take time, but we still can educate the people and bring proper awareness on the need of ethical vote.
Indu: Mortgage and oath taking system is endemic in politics and it is believed that this system is being practiced largely in Nyishi inhabited areas ! Can you throw more light on this?
MN: Mortgaging and oath taking system is indeed an endemic problem in the society. It is an unhealthy practice in a democratic set up. It deprived the voters to enjoy their adult franchise. They are compelled to vote for a person who mortgaged their valuable things in seeking their supports and votes in return. It makes leader corrupt as leaders are bound to recover their expenses. In my constituency, I almost eliminated this system. I do not mortgage or pump money to lure the innocent voters. My basic mantra was to place my dreams and vision before public and let them decide. And they decided and chose me as an MLA.
Indu: What will be your first priority as an MLA?
MN: My first priority will be on Education and Health sector as well as other basic
amenities like water & electricity. I will also focus to educate youth and elder
to tap our natural resources to be self-
Indu: What are the qualities as a leader public see in you?

Illegal migration from B’desh, a national problem: Rijiju
NEW DELHI, June 04: Centre today termed as “a national problem” the issue of illegal migration from Bangladesh and said action will be taken against those “infiltrators” staying in the Indian territory.
"The issue of illegal migrants and infiltrators in the northeast, especially the issue of Bangladeshis, is a cause of concern for all of us...This is a national problem," Union Minister of State for Home Kiren Rijiju said.
"We have to look at these things from the national perspective. So action will be taken but we have to work along with the state government," Rijiju said.
He said this when reporters sought his comment on BJP Assam unit's plan to launch 'Bangladeshi bhagao abhiyan (remove Bangladeshis)' in the state.
Rijiju said his party BJP has never treated the issue of illegal migration as a political problem.
"It has been an issue for all of us. Particularly our party. We consider this issue not as a political problem. This is a national problem," he said.
Two days ago, BJP MP from Assam Kamakhaya Prasad Tasa had said a 'Bangladeshi bhagao abhiyan' will be launched by the party in Assam soon.
The Jorhat MP had said the drive will start from Jorhat district to be followed by other parts of the state.
Addressing various election rallies last month, Prime Minister Narendra Modi had said illegal immigrants from Bangladesh would have to go back.
Modi had also said he would only try to honour the Supreme Court's observation that infiltration was an act of aggression on India.

ITANAGAR, June 04: A team of officers and officials from Department of Legal Metrology led by Taba Tabin, Inspector, Legal Metrology, Itanagar raided several shops dealing with car decoration and styling accessories here and booked four traders for violating sections of Legal Metrology Act, 2009 and Legal Metrology (Packaged Commodities) Rules, 2011.
During the raid, the team found two traders selling car accessories and related packed items without mandatory declaration of maximum retail price (MRP), manufacturers’ address, contact numbers etc. while two traders were booked for indulging in various illegal tactics like smudging, alteration and manipulation of MRPs and the illegal items seized.
The team also inspected LPG godowns under Itanagar area to check accurate deliverance of LPG to consumers through electronic weighing machine. The team checked more than 20 filled domestic LPG cylinders to check the net contents and claimed to have found some cylinders showing readings within the permissible error as laid down in Legal Metrology (PC) Rules, 2011.
The Manager of the Gas Agency has been directed to ensure deliverance of the LPG cylinders through electronic weighing machines only to each and every consumer.
The unannounced raid was conducted following public complaints.

“Working hours of casual workers is same as that of the regulars but they get only 4000 to 5000 per month,” said the AAPWU president seeking 75 percent reservation for casual workers in group C & D post.
Advocating for reservation of 80 percent seat in PSUs in Group C & D for Arunachalees, he said, “problems relating to outside crop up because these PSUs instead of employing people from the state are busy bringing in people from outside.”
Further seeking six months maternity leave for women casual workers in the state in the line with that of the regular staff, Sonam recalled that the chief minister had agreed in principle atleast three months maternity leave for women casual staff during a programme held at Nyokum Lapang. “However, we are yet to see it being implemented,” he added.

Disaster preparedness meeting held at Daporijo
DAPORIJO, June 04: A disaster management coordination meeting to check the preparedness of the Upper Subansiri district in dealing with natural disasters and discuss the District Disaster Management Plan 2014 was held at the office chamber of the Deputy Commissioner Tahang Taggu in the presence of SP, heads of department and administrative officers today.
The meeting began with DDMO Lobsang explaining the District Disaster Management Plan 2014 put in place for the district. He informed all of the responsibilities fixed on them and the action to be carried out in case of disasters. Lobsang also emphasized on the necessity of coordinated effort by one and all in order to mitigate disasters and the need for educating the public on disaster prevention and right steps to be taken during any disaster.
DC Tahang Taggu advised all the HoDs to be aware of their responsibilities, be prepared and to revise, review and update all the departmental disaster contingency plans so that swift relief action can be started in case a disaster occurs in the district. Adding that a coordinated effort was imperative in preparing and carrying out relief work, he enjoined all to take their assigned duties seriously and not to shift the responsibilities to others.

A bad precedent for future

First of all I would like to congratulate all those 28 candidates who make themselves
to the APPSCCE mains-
However the matter to be pondered over here is the system of proceeding of the hon’ble court and the basis of their viewpoints of the cases. To be honest, I am a laymen in respect of legal matter but the judgment made by both the courts viz. Itanagar bench and the Guwahati high court regarding the appeal made by group of disqualified candidates, has prompt my conscience citizens to ask the courts, the basis of this verdict, the merit and the ground on which it has given its judgment. However, whatsoever might be the reasons, one thing needs to be understood in the light of the decision given by the hon’ble court is that it shall remain as a landmark judgment in the history of APPSCCE. Not necessarily as good verdict, may be as flood gate of appeal against the indiscrimination of being rejected, may be as a license of getting justice against scrutiny process and as a reference point for dispute if any arise in future between aspirants and commission. Because, it is for sure that, from now onwards any one, whose form will be rejected, will go to the court from where a justice is expected in favor of appellant. It is good for those who got justice but what about its impact in future. The court, it seems to have shown utter hindsight to the case so far as the kind of future implication is concerned.
The judgment may become a kind of reason for the candidates for being casual while filling up the form with the thought that they can get justice from the court even if their application forms are rejected. We are always advised to pay utmost care in filling up the form. But with such judgment of the court, there is no point for the students to be careful in filling the application form. They can now fill up the form anywhere, anytime, in the office, in house, be it kitchen , toilet, bathroom, dining room, roadside pavement, pub, club, playground, in a walking position, sleeping position and standing position etc.. They are free to fill up anything in the form because hon’ble court is there to save them from scrutiny process.
The APPSCCE is the highest recruiting body in the state and managed by the best persons
with high intelligent, qualified, wisdom and great experience. So any initiatives
or step taken by them are for the betterment of large bulk of aspirant and students
as a whole. But such kind of interference from the court would certainly have a bad
precedence, thereby diminish the spirit of the commission which is not good as far
as transparency and fair conduct of the exams is concerned. Therefore any PIL and
any case against the commission should be admitted in the court on the basis of locus-

Ziro valley is very beautiful but scenery around Hapoli town is very poor. It leaves bad impression on tourist. Whatever Mr Denhang Bosai observed about Hapoli town in his article is very true. Hapoli town is suffering because of overlooking behavior of authority, irresponsible nature of people and lack of attention of public leader towards drainage system, road condition, over floating garbage, improper management of parking. The new MLA of Ziro has made so many promises to us and we are very much impressed with his vision. He took initiative by launching save Ziro campaign and we wish he be able to fulfill his promises. I hope our people realize how much rest of the world is crazy to visit Ziro to see the beauty of our place. They should understand that cleanness of town is very important factor in attracting tourists.

As per report, the trigger for the attack was apparently uploading of derogatory pictures of warrior king Shivaji and late Shiv Sena supremo Bal Thackeray on Facebook, which led to a protest bandh on Sunday. Police have arrested seven persons in this regard under sections 302 (murder), 307 (attempt to murder) and 147 (rioting) of Indian Penal Code. They are said to be linked to Hindu Rashtra Sena. Sadiq worked in the IT department of a textile firm in the city. This incident is worrisome and need to be tackled delicately. During the election campaign some of the BJP leaders have used strong word against minority community. This has created fear psychosis among them and with this incident it will only add to it. Government of India along with Maharasthra government has to take strong action against the murderer so that minority community does not feel neglected.
